- Lack of political concern for climate issues in cites, and the resultant lack of funding for climate initiatives, is a major barrier to meaningful urban climate risk mapping. Climate change continues to be considered a rural issue in many areas.
- Risk mapping alone is not enough, because often community members continue to occupy high risk areas; risk mapping should therefore be accompanied by awareness campaigns and strict monitoring of land use.
